The Motorcycle Safety Foundation (MSF) has published and made available online in PDF format a 70 page book called

YOU AND YOUR SCOOTER: Riding Tips

It is a must read.

Does it include a bit about the hilarious/dangerous effects of "covering" a foot-operated rear brake on a road with potholes?

TOP SCOOTER SAFETY TIPS:

1. ALWAYS use a helmet, knee pads, and elbow pads.
2. Children under eight should always be supervised when using scooters.
3. Use scooters in a safe places.
4. Do not ride a scooter at night.

Dunno about the "do not ride a scooter at night" part.

Read Proficient Motorcycling: The Ultimate Guide to Riding Well by David Hough. Just about everything he says applies to scoots.
